Maritime Security Levels
GPC operates at level 1 security unless otherwise notified by the Secretary of the Office of Transport Security. Further notification of an increase in security level will be provided at the time. The levels of Maritime security are as follows.
Level 1 - Normal operational working level, when standard security measures are required to be in place.
Level 2 - General elevated threat where additional security measures will be required.
Level 3 - Highest threat level, where a terrorist attack may be imminent. State and federal security forces will be deployed.
Landside Restricted Zones 
The Landside Restricted Zones for GPC managed facilities within the Port of Gladstone, include the wharves and wharf approaches. To enter these areas, a person must have authorisation to do so and produce and display a current GPC identification card and an MSIC.
Entry to all other areas of a facility will require authorisation and a GPC identification card.
Waterside Restricted Zones 
The Waterside Restricted Zones for GPC managed berths within the Port of Gladstone, is a distance of 60 metres from the wharves and wharf approaches, inclusive from the high water mark to the sea bed.
To enter these areas a person must be authorised to do so and produce and display a current GPC ID card and MSIC.
Maritime Security Identification Card ( MSIC) 
The MSIC is a nationally consistent identification card which confirms that the holder has met the minimum background checking requirements to work in a maritime and/or offshore security zone. An MSIC is not an access control card, and possession of an MSIC does not provide the right of entry to any facility within a maritime security zone. Access to maritime security zones is managed by
GPC at GPC owned/operated facilities
operator.
If you require unmonitored access within a maritime security zone you will require an MSIC. Are you a providore, truck driver, maintenance contractor, coal sampler, ships surveyor, ships agent, do you work on a wharf or do you need access to a maritime security zone more than once a year? If so you will need an MSIC.

MSICs are available from issuing bodies. GPC is an agency for the Port of Brisbane who has been approved by the Department of Infrastructure, Transport, Regional Development and Local Government as an issuing body.
You will need to bring to your MSIC appointment the certificate of completion, the application form produced at the end of this programme together with the necessary identification documents and a letter of operational need from the company giving you an operational requirement.

Access Control 
A security control system operates for access to GPC facilities. Individuals and organisations that need access to GPC facilities may apply for an access identification card.
